eh, it's two different things really. Most of the things that triple h gets crap for are personnel (punk) or Triple H the character related (if you compare HHH the corporate authority to, say, 98 Vince McMahon, HHH comes off looking like the coolest guy in the room while vince gets his ass kicked quite a bit).
as a completely behind the scenes guy, I think even his biggest critics would argue that he's less prone to spastic, last second changes, that his general direction is a bit more pro wrestling based and he's more in touch with pop culture than vince.
I try to not give a crap about wrestling politics, but that's my quick and dirty run down.

The one that really griped me was RVD in 2002. The dude had been getting huge reactions since his debut and fans totally bought him as a top-tier guy. He could've been made overnight (and it was during the autumn when WWE typically throws crap at the wall to see if it sticks anyway) but instead he bounced around the mid-card for the next four years. The fact that they eventually did put the WWE title on him and put the responsibility of carrying a whole new brand as the face of that promotion (back when the prospect of reviving ECW still seemed like something that might actually be worthwhile) begs the question as to why they didn't just strike when the iron was at its hottest.
Anyway, by all accounts at the time, fingers seemed to be pointing at Triple H wanting to cut Van Dam off at the knees and bust him back down to to IC title status.

He at one point was arguably the best worker in the business and he has very very good in-ring psychology. While I did grow sick of him during his reign of terror (2002 - 2005), I absolutely loved his work before that.
Case in point his 3 Stages Of Hell match
Also most people don't think he equals on a technical standpoint with Hart, Benoit, Angle etc etc. I agree with them. Thing is though, technical wrestling isn't everything. Take example of two of the most magnificent wrestlers in the past two decades i.e. The Rock and CM Punk and they never had an insane variety of moves and neither were they your stereotypical powerhouses, high flyers, etc etc. But with just a few moves and a few facial expressions they could have the whole crowd and everyone watching at home at the palm of their hands.
Triple H on his best days could do just the same(he didn't do it all the time). Fans at the time understood this, I mean, just look AT THIS HUGE POP when he returned months after his famous quad injury.
